Delhi/03 July 2021: The Imarat Shariya Hind held a Representative Meeting today (3 July 2021) in Jamiat Ulama-i- Hind, New Delhi office to elect new Ameer al-Hind. The seat fell vacant due to demise of Ameer al-Hind IV - Maulana Qari Syed Mohammad Usman Mansoorpuri.
Imarat Shariya Hind is an autonomous body, managed by Jamiat Ulama-i-Hind, which was established in 1986. Though symbolic in nature, but it holds great importance for Muslims to have their leader. Right with the establishment of Jamiat Ulama-i-Hind in 1919, Shaikhul Hind Maulana Mahmood Hasan Deobandi emphasized the need of an Ameer for Muslims. Following his guidance, Imarat Shariya of Bihar was established, but the dream to establish an all India Imarat could not be materialized even after due efforts made by Shaikh al-Islam Maulana Syed Hussain Ahmad Madani.
However, this dream came true at the hands of Maulana Syed Asad Madani in 1986. Thus, Maulana Habibur Rahman Muhaddith Azami was elected the first Ameer al-Hind. After the demise of Maulana Azami, Maulana Syed Asad Madani was elected Ameer al-Hind II in 1992, then  Maulana Marghoobur Rahman, Mohtamim of Darul Uloom Deoband, as Ameer al-Hind III in 2006 and then Maulana Qari Muhammad Usman as Ameer al-Hind IV in 2010.
In the meeting today, first of all, Maulana Syed Mahmood Madani proposed Maulana Syed Arshad Madani's name for the prestigious position and asserted that  Maulana is the most suitable person among all Indian Muslim scholars and leaders who can shoulder this responsibility with the prestige and honour that it requires.
Some of the prominent scholars who spoke in favour of the proposal and attested it were Maulana Nematullah Azami, professor of Hadith in Darul Uloom Deoband, Maulana Badruddin Ajmal Qasmi, president of Jamiat Ulama Assam, Maulana Abdul Aleem Farooqi (Lucknow), Maulana Rahmatullah Meer Qasmi (Kashmir) and several others. Lastly, all the participants unanimously agreed to the proposal tabled by Maulana Mahmood Madani.
Nonetheless, Maulana Arshad Madan denied to shoulder the responsibility on grounds of his health and age. Maulana Mufti Abul Qasim Nomani, Mohtamim of Darul Uloom Deoband, delivered a very short but beautiful speech and convincingly motivated Maulana Madani to accept the post. Finally Mufti Nomani, as president of the meeting, declared the election of Maulana Syed Arshad Madani for the prestigious position of Ameer al-Hind V and took pledge of allegiance at Maulana Madani's hand, which followed by all the participants to take pledge of allegiance.
Later Maulana Syed Arshad Madani addressed the meeting as Ameer Al-Hind and with due consents from seniors attendees and in view of his fragile health, he announced to select Maulana Mufti Muhammad Salman Mansoorpuri as his deputy (Naib Ameer al-Hind).
The meeting concluded with the prayers of Mufti Abul Qasim Nomani.
The programme was anchored by Mufti Salman Mansoorpuri and the Dastoor (rules) of Imarat Shariya regarding election of Ameer was briefly presented by Maulana Muhammad Salman Bijnori. Maulana Qari Muhammad Affan recited the Qur'an to formally begin with the meeting and Qari Ahmad Abdullah Rasoolpuri recited a na’at in the praise of Prophet Mohammad (saws).
The meeting was attended by more than 100 elected or select representatives from around India, who include members of Majlis Shura of Imarat Shariya, presidents and general secretaries of state Jamiat units along with special invitees.
