Islamic Guidance about Sacrifice during Lockdown

Assalamu Alaikum Wa Rahmatullah,
 
We need detailed Fiqhi opinions about following issues, please enlighten us in the light of the Qur'an and Hadith.

Question: 
According to Sharia who is bound to sacrifce an animal during 10 to 12 Zilhijja and on what conditions?
 
Answer:
Qurbani or sacrificing an animal during 10th, 11th and 12th of Zilhijja is compulsory upon every Muslin who is sane, adult, rich and not a traveler according to Sharia. A man is rich if he posses 612. 36 mg silver or anything whose vale is equal to it, if it is more than his basic needs.  Basic needs mean home,  cloth, vehicle etc. So, if someone has homes, vehicles and any belonging more than needs he will have to sacrifice animal during these days. 
 
 
Question
 What's is the status of Qurbani during an emergency such as ongoing COVID-19 Pandemic world over?
 
Answer 
Qurbani (Sacrifice) is compulsory in all the situations upon a rich Muslim who is called  Sahab-e Nisab. So, if  it is not possible for him to sacrifice animal in his own area in ongoing Covid-19 pandemic, he should sacrifice it in any other area or state with the help of ther Muslims.
 
Question
If in any case, performing Qurbani becomes impossible socially or legally then what are the alternative options available to a Muslim?
 
Answer:
If someone was capable to sacrifice animal financially according to Sharia but he fails to do so due to legal or social problems, he will have to spend the amount equal to a normal one year old small animal like goat after the days of the Sacrifice.
وإن لم يشتر مثلها حتى مضت أيامها تصدق بقيمتها۔ (رد المحتار:6/320)
 
Question 
Many rich Muslims used to sacrifice animals as Nafli Qurbani with the name of their ancestors, but in current situations when many poor people are in dire need of livelihood, should they sacrifice animal or provide needy people with food stuffs; what is better for them in current situation?
 
Answer
Optional Sacrifice is a kind of Sadqa or chairity and the best Sadaqa in normal days is what benefits poor people the most. So if rich Muslims help poor people financially to fulfill their basic needs as Sadaqa or Isalal-e on behalf of their ancestors, it is also right, rather it seems better in current situation as prophet (saws) said in a Hadith "The best chairity is to satiate the hungry", 
أفضل الصدقة أن تشبع كبدا جائعا " .  (البيهقي في شعب الإيمان)
Question
Is it allowed to buy and sell animals of Sacrifice by scaling?
 
Answer
Yes, it is allowed to buy or sell animals of Sacrifice by scaling. 
 
Question 
What are the Tashreeq days and what a Muslim is supposed to do in those days?
 
Answer:
Five days from 9 Zilhijja to 13 Zilhijja are called Days of Tashreeq. It is compulsory upon every Muslim men and women to recite Takbeer-e Tashreeq, that is
اَللّٰہُ اَکْبَرُ، اَللّٰہُ اَکْبَرُ، لَآ اِلٰہ الَّا اللّٰہُ، وَاللّٰہُ اَکْبَر، اللّٰہُ اَکْبَر، وَلِلّٰہِ الْحَمْدُ۔
 "Allahu Akbar Allahu Akbar, Laa Ilaaha Illallaahu Wallaahu Akbar, Allaahu Akbar Wa Lillaahil Hamd." after every Fard Salah whether one is performing Salah alone or with congregation. 
The men will recite Takbeer-e Tashreeq with a bit loud voice while the women will recite in a low voice.
 
Question
When should we fast on the day of 'Arafah and what is its virtue? 
 
Answer 
9th Dhul-Hijjah is called the Day of Arafa. A Hadith describes extraordinary virtue of fasting on the day of 'Arafah. It is narrated on the authority of Abu Qatada that the Prophet (saws) said: 
''صِيَامُ يَوْمِ عَرَفَةَ إِنِّي أَحْتَسِبُ عَلَى اللَّهِ أَنْ يُكَفِّرَ السَّنَةَ الَّتِي قَبْلَهُ، وَالسَّنَةَ الَّتِي بَعْدَهُ ''.
(Muslim: 1162)
Translation: I hope that Allah Almighty will forgive the sins of the previous year and the next year due to fasting on the day of 'Arafah.
 
Question
Please make your observation about upcoming Eid prayer too.
 
Answer
Prayer of Eidul Adha is wajib (compulsory). There are six extra takbeers in this prayer which are wajib while Khutba (Arabic Sermon) is sunnah though listening to it is wajib. 
Atleast three adult men except Imam are required for validity of Eid prayer. 
So, if Masajid are not opened for Eidul Azha, then we will have to perform Eid at our home. But if someone does not get chance to perform Eid prayer with three people then he should perform four Rakahs of Zuha Salah (Chasht) separately without congregation. 
 
Timing of Eid begins when Makrooh time ends after Fajr and the last time is before Zawal when sun reaches its zenith. 
After Salah of Eid Imam will deliver two khutbas. If Khutba is not memorised by heart, he should recite it seeing the book of Khutba or mobile screen. If he does not get written Khutba then he should recite Surah Fatiha in first khutba and Darood and Salat (Allahumma salli ala...) in second khutba.

"اَللّٰهُ أَکْبَرْ، اَللّٰهُ أَکْبَرْ، اَللّٰهُ أَکْبَرْ، اَللّٰهُ أَکْبَرْ، اَللّٰهُ أَکْبَرْ، اَللّٰهُ أَکْبَرْ، اَللّٰه أَکْبَرْ، اَللّٰهُ أَکْبَرْ، اَللّٰهُ أَکْبَرْ ۞ اَلْحَمْدُ 
للهِ، نَحْمَدُهُ وَنَسْتَعِينُهُ وَنَسْتَغْفِرُهُ، وَنَعُوذُ بِاللهِ مِنْ شُرُورِ أَنْفُسِنَا وَمِنْ سَيِّئَاتِ أَعْمَالِنَا، مَنْ يَهْدِهِ اللهُ فَلا مُضِلَّ لَهُ۞ وَأَشْهَدُ أَنْ لَّا إِلٰهَ إِلَّا اللهُ وَحْدَهٗ لَا شَرِیْکَ لَهٗ وَأَشْهَدُ أَنَّ سَیِّدَنَا وَمَوْلَانَا مُحَمَّدًا عَبْدُهٗ وَرَسُوْلُهٗ ۞ اَللهُ أَکْبَرْاَللّٰهُ أَکْبَرْ لَآ إِلٰهَ إِلَّا اللهُ وَاللهُ أَکْبَرْ اَللّٰه أَکْبَرْ وَلِلّٰهِ الْحَمْدُ۞
أَمَّا بَعْدُ! فَاعْلَمُوْا أَنَّ یَوْمَکُمْ هٰذَا یَوْمُ عِیْدٍ، لِلّٰهِ عَلَیْکُمْ فِیْهِ عَوَائِدُ الْاِحْسَانِ، وَرَجَاءُ نَیْلِ الدَّرَجَاتِ وَالْعَفْوِ وَالْغُفْرَانِ ۞ وَقَدْ قَالَ رَسُوْلُ اللهِ ﷺ: إِنَّ لِکُلِِّ قَوْمٍ عِیْدًا وَّهٰذَا عِیْدُنَا ۞ اَللهُ أَکْبَرْاَللّٰهُ أَکْبَرْ لَآ إِلٰهَ إِلَّا اللهُ وَاللهُ أَکْبَرْ اَللّٰهُ أَکْبَرْ وَلِلّٰهِ الْحَمْدُ ۞
  وَقَدْ قَالَ أَصْحَابُ رَسُولِ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ يَا رَسُولَ اللَّهِ مَا هَذِهِ الْأَضَاحِيُّ قَالَ سُنَّةُ أَبِيكُمْ إِبْرَاهِيمَ قَالُوا فَمَا لَنَا فِيهَا يَا رَسُولَ اللَّهِ قَالَ بِكُلِّ شَعَرَةٍ حَسَنَةٌ ۞ اَللهُ أَکْبَرْاَللّٰهُ أَکْبَرْ لَآ اِلٰهَ إِلَّا اللهُ وَاللهُ أَکْبَرْ اَللّٰهُ أَکْبَرْ وَلِلّٰهِ الْحَمْدُ ۞ أَعُوْذُ بِاللّٰهِ مِنَ الشَّیْطَانِ الرَّجِیْمِ، قُلْ إِنَّ صَلَاتِي وَنُسُكِي وَمَحْيَايَ وَمَمَاتِي لِلَّهِ رَبِّ الْعَالَمِينَ ۞ بَارَکَ اللهُ لَنَا وَلَکُمْ فِي الْقُرْآنِ الْعَظِیْمِ وَنَفَعَنَا وَإِیَّاکُمْ بِالْآیَاتِ وَالذِّکْرِ الْحَکِیْمِ. أَسْتَغْفِرُ اللهَ لِيْ وَلَکُمْ وَلِسَائِرِ الْمُسْلِمِیْنَ فَاسْتَغْفِرُوْهُ إِنَّهٗ هُوَ الْغَفُوْرُ الرَّحِیْمُِ.
 
Second Khutba
 
" اَللّٰهُ أَکْبَرْ، اَللّٰهُ أَکْبَرْ، اَللّٰهُ أَکْبَرْ، اَللّٰهُ أَکْبَرْ، اَللّٰهُ أَکْبَرْ، اَللّٰهُ أَکْبَرْ،اَللّٰه أَکْبَرْ ۞ اَلْحَمْدُ لِلّٰهِ نَحْمَدُهٗ وَنَسْتَعِیْنُهٗ وَنَسْتَغْفِرُهٗ وَنُؤْمِنُ بِهٖ وَنَتَوَکَّلُ عَلَیْهِ وَنَعُوْذُ بِاللّٰهِ مِنْ شُرُوْرِ أَنْفُسِنَا وَمِنْ سَیِّاٰتِ أَعْمَالِنَا مَن یَّهدِهِ اللهُ فَلاَ مُضِلَّ لَهٗ وَمَنْ یُّضْلِلْهُ فَلاَ هَادِيَ لَهٗ ۞ اَللهُ أَکْبَرْ اَللهُ أَکْبَرْ لَآ إِلٰهَ إِلاَّ اللهُ وَاللهُ أَکْبَرْ اَللهُ أَکْبَرْ وَلِلّٰهِ الْحَمْدُ ۞ وَنَشْهَدُ أَنْ لَآ إِلٰهَ إِلَّا اللهُ وَحْدَهٗ لَا شَرِیْکَ لَهٗ ۞ وَنَشْهَدُ أَنَّ سَیِّدَنَا وَمَوْلَانَا مُحَمَّدًا عَبْدُهٗ وَرَسُوْلُهٗ.
 
 اَللهُ أَکْبَرْاَللّٰهُ أَکْبَرْ لَآ اِلٰهَ إِلَّا اللهُ وَاللهُ أَکْبَرْ اَللّٰهُ أَکْبَرْ وَلِلّٰهِ الْحَمْدُ ۞ اَللّٰهُمَّ صَلِّ عَلٰی سَیِّدِنَا وَمَوْلَانَا مُحَمَّدٍ عَبْدِکَ وَرَسُوْلِکَ وَصَلِّ عَلَی الْمُؤْمِنِیْنَ وَالْمُؤْمِنَاتِ وَالْمُسْلِمِیْنَ وَالْمُسْلِمَاتِ.
قَالَ النَّبِیُّﷺ: أَرْحَمُ أُمَّتِيْ بِأُمَّتِيْ أَبُوْبَکْرٍ، وَأَشَدُّهُم فِيْ أَمْرِ اللهِ عُمَرُ، وَأَصْدَقُهُمْ حَیَاءً عُثْمَانُ، وَأَقْضَاهُمْ عَلِیٌّ ۞ فَاذْکُرُوا اللهَ یَذْکُرْکُمْ وَادْعُوْهُ یَسْتَجِبْ لَکُمْ، وَلَذِکْرُ اللهِ تَعَالٰی أَعْلٰی وَأَوْلٰی وَأَعَزُّ وَأَجَلُّ وَأَتَمُّ وَأَهَمُّ وَأَعْظَمُ وَأَکْبَرُ۞
